Rutgers is the lead agent for one of the SRHR Partnerships (2016-2020) financed by the Ministry of Foreign Affairs. In the framework of this partnership, the Programme ‘Get Up Speak Out’ (GUSO), aimed at young people and sexuality, is carried out by a consortium including Rutgers, Aidsfonds. CHOICE for Youth and Sexuality, dance4life, IPPF and Simavi. The GUSO Consortium Team within Rutgers is responsible for the coordination of the programme.

Job description

As Senior Programme Officer, you will play an important role in strengthening and sustaining 7 national alliances who implement the GUSO programme. This strengthening and sustaining is one of the five result areas of the GUSO programme. You will report to the Consortium Programme Manager.

Tasks

The Senior Programme officer has the following tasks:

  • Facilitate the progress of one of the most important outcomes of the GUSO programme: “strengthened and sustainable alliances comprehensively address the SRHR of young people, including sensitive issues” by advising country alliances and providing capacity building;
  • Develop tools to monitor the progress of the above-mentioned outcome;
  • Develop guidelines and formats to ensure the foreseen transfer of ‘ownership’ and ‘accountability’ to the countries runs smoothly;
  • Co-organise the annual international meeting of ‘National Programme Coordinators and ‘Youth Country Coordinators’ from the country alliances and representatives of the GUSO Consortium in the Netherlands/UK;
  • Support GUSO programme management: carrying out programme management and contract management (sub) tasks;
  • Contribute to the preparation and implementation of decisions within the GUSO Programme team and GUSO Steering Committee that are linked to the above tasks.

Job requirements

  • Academic educational background and at least five years’ experience in international cooperation;
  • It is important that you have affinity with the themes associated with Sexual Reproductive Health and Rights (SRHR);
  • Broad experience in collaborating with ‘multi-stakeholder management’ in a complex, inter-cultural setting, and knowledge of the related concepts;
  • Inventive in creating tools to support the country alliances in strengthening their thematic/substantive, financial and organisational capacity building, as well as capacity building for fundraising;
  • You are acquainted with international development ideas about transfer of responsibility to developing countries;
  • Ample experience and knowledge of project- and programme management;
  • Financial insight and affinity;
  • You familiarize yourself quickly with issues, you have an open attitude, provide input and have a hands-on approach;
  • You have excellent verbal and written communication skills in Dutch and English;
  • You are resolute, diplomatic, flexible, creative and firm when facing opposition;
  • You are willing, and available, to travel abroad regularly for business;
  • Knowledge of the consortium of the six organisations would be an asset.

What do we offer?

The position is for the duration of the programme, until May 2021. The Collective Labour Agreement for Mental Healthcare (CAO-GGZ) applies to this position. The salary, depending on knowledge and experience, amounts to a maximum of € 4.978,= gross per month (FWG scale 65) based on a 36-hour week.
