Call for papers: Special issue of the Journal of the International AIDS Society (JIAS) on “Data-driven HIV prevention: the HIV prevention cascade and beyond”

This is a call for papers for a special issue of the Journal of the International AIDS Society (JIAS) on Data-driven HIV prevention: the HIV prevention cascade and beyond to be published in conjunction with AIDS 2020.

Background:
HIV prevention programmes can achieve greater impact through better collection, analysis and use of data to assess prevention needs, target interventions, monitor delivery and evaluate impact of prevention strategies. Just as the treatment cascade framework has galvanised action towards the 90:90:90 goals on diagnosis, treatment and viral suppression for people living with HIV, a prevention cascade framework has been proposed to guide programming for primary HIV prevention . However, cascades for HIV prevention are more complex than those for treatment for a range of reasons: there are many options for prevention, individual needs change over time, and prevention decisions may involve sexual partners and social networks, to name just a few. Strengthening the operationalisation of the prevention cascade and developing other approaches to facilitate data-driven HIV prevention programming are urgently needed. The development and application of rigorous data-based approaches to HIV prevention programming has the potential to have a major impact on the epidemic in a range of settings. Submissions may include research conducted in any setting (e.g., geographic location, patient population, health sector), and may include:
- Empirical papers reporting studies that collect, validate, analyse and/or use data to identify population HIV prevention needs, monitor prevention delivery, or evaluate programmatic approaches, based on routine programme data, population surveys, qualitative data or combinations of these
- Papers that use data to operationalise “prevention cascade” frameworks, including measures of demand for, supply or and/or adherence to specified prevention behaviours and tools, or assess the strengths and limitations of alternative approaches to data driven HIV prevention
- Systematic reviews in relevant areas, for example: populations’ motivation to adopt different prevention approaches; the accessibility of prevention tools and/or supply side barriers to their adoption; capabilities to adhere to prevention choices, including social and structural barriers to uptake and adherence to prevention tools; the effectiveness of data-driven programming for HIV prevention approaches
- Cost-effectiveness studies on data-driven HIV prevention approaches and/or reports on the current state of financing for datadriven HIV prevention
- Modelling studies that extend current approaches to provide improved strategic information to guide HIV prevention programming
- Descriptions and evaluations of data systems that provide decision makers with relevant information to inform HIV prevention decisions
- Policy analyses in relation to data-driven HIV prevention
Submission
Article submissions in the categories of Research, Short Report, Review, Debate, Commentary, and Viewpoint will be accepted. High priority is placed on papers from authors reporting on original research including operational research and implementation science.

- Initial contributions should be in the form of draft manuscripts

- The deadline for submission of draft papers is 15 July 2019
Article Selection Process
- Initial submissions will be reviewed by the guest editors
- All article submitters will be notified on the outcome of their submission for the special issue by 19 August 2019
- The deadline for the submission of the full manuscript written in English conforming to the journal style and format (see Author Guidelines) for selected articles to JIAS is 30 September 2019
- Only articles invited after the initial editors’ review will be considered for publication in the special issue; however, invitation and submission are no guarantee of publication. All editorial decisions regarding publication in the JIAS will be based on the outcome of a peer review process

- 15 July 2019: Article submission closes
- 19 August 2019: Authors will be notified of the outcome of their submission
- 30 September 2019: Submission of invited articles to JIAS July 2020: Publication of the supplement at AIDS 2020
