Call for Members: Global Financing Facility CoP

The Community of Practice (CoP) on the Global Financing Facility (GFF) is inviting new members to join their group!

About the GFF

The Global Financing Facility (GFF) came to life in 2015 as a new mechanism for filling the funding gap in relation to reproductive, maternal, newborn, child, adolescent health and nutrition (RMNCAH-N). At international level, the GFF is hosted by the World Bank and its multi-donor Trust Fund issues grants to eligible countries. For a summary of the GFF’s background, purpose and governance have a look here. 67 low- and lower-middle countries with high disease burden and unmet need in sexual and reproductive health and rights (SRHR) are eligible. The Netherlands have been a donor to the GFF since 2018 and have a seat on its governance bodies: The Investors Group and the Trust Fund Committee. With the Covid-19 pandemic, the Netherlands provided additional resources to the GFF, focusing on the maintenance of essential services. Despite being a rather small donor compared to other global players, the Netherlands has been very active in participating in working groups within the GFF structure, focusing on civil society engagement and donors’ alignment.

About the CoP

The GFF CoP was established in November 2018. It is currently being chaired by Wemos and has members from other Dutch CSOs: Hivos, i+solutions, Rutgers, KIT, Cordaid, Aidsfonds, PSI, Results in Health and The Female Health Company.

The GFF CoP facilitates civil society engagement with the GFF in the Netherlands and exchange of information between CSOs. Members analyse the GFF’s global policies and strategies and provide feedback to the GFF’s donors, the GFF Secretariat, as well as the global GFF Civil Society Coordinating Group. In this way we provide feedback to key segments in the decision-making process to the GFF while also remaining connected to the ongoing processes.

The CoP organizes regular meetings with the Dutch representatives from the Ministry of Foreign Affairs to the Investors Group and the Trust Fund Committee.  We always engage with them ahead of important global meetings, and we organize briefing and de-briefing meetings between the MoFA and the CoP.  For example, we provided our recommendation on the GFF’s Strategy Refresh process during the IG meetings of October 2020. The issues we advocate for include enhanced space for civil society in decision-making on GFF funds at national and international level and greater transparency of the Trust Fund Committee. We were happy to see that the GFF had incorporated several elements of our feedback in the final strategy.

The CoP meets approximately once per month (or less), but always before and after the IG/TFC meetings of the GFF. Apart from the meetings, we often work together on analysing GFF strategies to provide joint feedback.
